California is a state that supports strict liability for most dog bites. This holds dog owners accountable for any injuries caused by a dog, and to protect victims from being attacked from careless owners.
A recent national survey concluded that dogs bite nearly 2% of the U.S. population -- more than 4 million people annually. An American has a one in 50 chance of being bitten by a dog each year. Unfortunately, many of those victims are children because children are less intimidating to vicious dogs and are inherently unaware of dangerous situations.
